The airport construction will therefore proceed in two major stages:

The phased approach here allows us to cater for the appropriate passengers numbers and demand for the new airport grows. Phase 1 will deliver a 2-runway, 1 major terminal airport capable of supporting up to 35 million passengers per year. Phase 2 will deliver a second major terminal and upgrades to allow the airport to carry up to 75mppa.

The estimates for construction timescales have been based on a review of other major airport construction projects, most specifically Kansai, Incheon, Chek Lap Kok airports and the recent Heathrow Terminal 5 construction. Assessment of these projects, and adjustment for our proposed capacity and location allow us to conclude that the Phase 1 can be completed, and the airport first opened to new customers, in 2023.

It is anticipated government review, detailed studies, legal wrangling, and planning approval can be completed in 5 years. It is assumed this process would begin in 2011, and be complete by the end of 2015.

The land reclamation project can then begin in 2016, as it is vital this begins as early as possible to ensure soil settlement as early as possible (to avoid issues such as occurred with the Kansai airport island). Therefore 3.5 years is suggested for the total project. Alongside this, earthworks, drainage works, and subterranean utilities infrastructure upgrades can proceed. The main terminal building in Phase 1 will begin construction in 2019 and is expected to take 3.5 years to complete. The other major structures in Phase 1 are expected to be built concurrently and will take 1.5-2.5 years to complete. All are expected to be completed in 2022. Testing of technology, systems, processes and flights can then be carried out through 2022. Successful completion of these projects will allow the airport to officially open at the beginning of 2023.

While Phase 2 will part of the original plans submitted in 2011, it is not safe to assume that in the 11subsequent years there may be no reversal of policy of change of government, therefore a further 2 years of re-assessment and application for approval is anticipated before construction of Phase 2 can begin. After this, in 2024 further soil operations and ground preparation can begin, followed by Terminal 2. In 2025 the work on the remaining upgrade structures and a state-of-the-art cargo facility can begin. Construction times in Phase 2 are slight reduced with the benefit of some of the previous ‘ground work’ already established in Phase 1. If testing can begin and be completed in 2027, the second stage of the airport can be opened in 2028.

After 2040, if successful, the airport could be operating at or very near its runway and terminal capacity, and further expansion may be required.
